(AP) ? Sen. Marco Rubio said the way to turn around the nation's struggling economy is not to raise taxes on the wealthiest individuals, but rather to make "poor people richer" as he visited this politically important state in a trip certain to stoke speculation about Rubio's plans.

Ostensibly, Rubio's visit to this early nominating state was for Iowa Gov. Terry Branstad's birthday party. But the political implications of Rubio's visit were clear from the start as the Republican Party looks ahead to 2016's presidential contest.

But his birthday wishes for Branstad were more like a roadmap for his party looking for a new direction and an argument for a Rubio presidential campaign.

In a 24-minute, campaign-style pitch to fellow Republicans, Rubio ticked through conservative goals while urging his party not to lose hope in the wake of Mitt Romney's loss on Election Day. He said the results should not be taken as a rejection of Republicans' views.

"We need to do a better job of going out and convincing our fellow Americans who perhaps don't see things the way we do," Rubio said.

At the center of that sales pitch: higher take-home pay for all Americans.

"The way to turn our economy around is not by making rich people poorer, it's by making poor people richer," Rubio said, criticizing President Barack Obama's insistence that taxes for those making more than $250,000 increase as part of a deal to avoid pending automatic budget cuts and tax hikes.

Rubio also blamed Congress for that looming threat.

"Look at this fiscal cliff. I don't know if any of you have heard about this," Rubio said to chuckles. "You know who created that? Congress."

Rubio, once considered a possible Romney running mate, is seen as a rising star among Republicans. Charismatic and youthful, the 41-year-old stands in sharp contrast to the 65-year-old Romney, who struggled to connect with voters.

"I've been sensing a lot of folks are just trying to figure out what this all means in this new era, with this election having passed," Rubio told reporters.

"I think we're all going to move on and move forward," Rubio said.

That doesn't mean trading principles for votes, he cautioned, and he was careful to defend Romney.

"We wish him all the best and hope his voice stays involved in the American political process," Rubio told the crowd.

Branstad was more blunt. He said the party was ready to "turn the page" on the Romney candidacy and praised Rubio as the "kind of inspirational leader that's going to help point us in the right direction."

In the less than two weeks since Romney's loss, Republican officials have been plotting a comeback for the party and many have urged a shift in the way leaders sell the GOP's message to voters ? especially Hispanic and younger voters.

Among the one in 10 voters who were Hispanic, Obama carried 71 percent of them, according to exit polls. And among the 19 percent of voters under the age of 30, Obama carried 60 percent.

Rubio, a Cuban-American who has criticized his party at times on immigration policy, could help Republicans make inroads with the growing demographic group of Hispanics.

"People understand that we need to do something to address those issues and they want to do that in a reasonable and responsible way," Rubio told reporters.

The visit ? so soon after Election Day ? is among the first hints of a field of contenders for 2016. It was roughly this time four years ago that Romney started pushing his national profile ahead of a second presidential bid; his New York Times op-ed "Let Detroit Go Bankrupt" was published on Nov. 18, 2008.

Of course, none of the potential candidates are anywhere close to deciding on a White House run, let alone announcing it. Petraeus believed terrorists behind Libya attack

WASHINGTON (AP) ? Ex-CIA Director David Petraeus told lawmakers during private hearings Friday that he believed all along that the deadly attack on the U.S. consulate in Libya was a terrorist strike, even though that wasn't how the Obama administration initially described it publicly.

The retired four-star general addressed the House and Senate intelligence committees as questions continue to persist over what the Obama administration knew in the immediate aftermath of the Sept. 11 attacks and why their public description did not match intelligence agencies' assessments.

Lawmakers said Petraeus testified that the CIA's draft talking points written in response to the assault on the diplomat post in Benghazi that killed four Americans referred to it as a terrorist attack. But Petraeus told the lawmakers that reference was removed from the final version, although he wasn't sure which federal agency took out the reference.

Democrats said Petraeus made it clear the change was not made for political reasons during President Barack Obama's re-election campaign.

"The general was adamant there was no politicization of the process, no White House interference or political agenda," said Rep. Adam Schiff, D-Calif. "He completely debunked that idea."

But Republicans are still critical of the administration's handling of the case. Sen. Marco Rubio, R-Fla., said Petraeus' testimony showed that "clearly the security measures were inadequate despite an overwhelming and growing amount of information that showed the area in Benghazi was dangerous, particularly on the night of September 11."

Petraeus, who had a long and distinguished military career, was making his first Capitol Hill testimony since resigning last week in disgrace over an extramarital affair with his biographer Paula Broadwell. Lawmakers said he did not discuss that scandal except to express regret about the circumstances of his departure and say that Benghazi had nothing to do with his decision to resign.

Petraeus testified that the CIA draft written in response to the raid referred to militant groups Ansar al-Shariah and al-Qaida in the Islamic Maghreb but those names were replaced with the word "extremist" in the final draft, according to a congressional staffer. The staffer said Petraeus testified that he allowed other agencies to alter the talking points as they saw fit without asking for final review, to get them out quickly.

The staffer wasn't authorized to discuss the hearing publicly and described Petraeus' testimony to The Associated Press on a condition of anonymity.

Sen. Mark Udall, D-Colo., said Petraeus explained that the CIA's draft points were sent to other intelligence agencies and to some federal agencies for review. Udall said Petraeus told them the final document was put in front of all the senior agency leaders, including Petraeus, and everyone signed off on it.

"The assessment that was publicly shared in unclassified talking points went through a process of editing," Udall said. "The extremist description was put in because in an unclassified document you want to be careful who you identify as being involved."

Rep. Peter King, R-N.Y., said it's still not clear how the final talking points emerged used by U.N. Ambassador Susan Rice five days after the attack when the White House sent her to appear in a series of television interviews. Rice said it appeared the attack was sparked by a spontaneous protest over an anti-Muslim video.

"The fact is, the reference to al-Qaida was taken out somewhere along the line by someone outside the intelligence community," King said. "We need to find out who did it and why."

King said Petraeus had briefed the House committee on Sept. 14 and he does not recall Petraeus being so positive at that time that it was a terrorist attack. "He thought all along that he made it clear there was terrorist involvement," King said. "That was not my recollection."

Schiff said Petraeus said Rice's comments in the television interviews "reflected the best intelligence at the time that could be released publicly."

"There was an interagency process to draft it, not a political process," Schiff said. "They came up with the best assessment without compromising classified information or source or methods. So changes were made to protect classified information.

Sen. Kent Conrad, D-N.D., said it's clear that Rice "used the unclassified talking points that the entire intelligence community signed off on, so she did completely the appropriate thing." He said the changes made to the draft accounts for the discrepancies with some of the reports that were made public showing that the intelligence community knew it was a terrorist attack all along.

Lawmakers spent hours Thursday interviewing top intelligence and national security officials, trying to determine what intelligence agencies knew before, during and after the attack. They viewed security video from the consulate and surveillance footage by an unarmed CIA Predator drone that showed events in real time.

The congressional staffer told the AP that they also watched the cellphone video that has been on YouTube showing U.S. Ambassador Chris Stevens being carried out by people who looked like they were trying to rescue him.

Nokia sees no change in relationship with Microsoft

BARCELONA (Reuters) - Nokia's chief executive said there would be no change in the relationship with its software partner Microsoft, despite the software giant's entry into tablets and partnerships with rival phone makers.

Stephen Elop said Nokia retained a "special" relationship with Microsoft, even though others such as HTC have also launched phones with Windows Phone software.

"They're not sitting in the priority meetings that we're sitting in," he said at the Morgan Stanley Technology, Media and Telecoms conference in Barcelona on Wednesday.

Analysts have said Microsoft could one day become a rival to Nokia if it launches its own smartphones, while there is also speculation that the U.S. company could one day acquire the Finnish phone manufacturer.

Android, iOS Battling for Mobile Malware's Biggest Target

It's a race neither Android or iOS wants to win. But according to a string of new reports, cybercriminals are putting in more than just a tad bit of overtime to find new and innovative ways to attack our PCs, laptops, and - yes - our smartphones.

"During the past few quarters, we've seen that the Android OS is the most popular target for writers of mobile malware," the latest report from McAfee reads. "This quarter was no different; practically all new mobile malware was directed at the Android platform. The mix included SMS-sending malware, mobile botnets, spyware, and destructive Trojans."

In other words, Android is "winning" for now, although experts warn that the iPhone is far from immune. ?The iPhone has been out now for five years,? says Mikko Hypponen, chief research officer at digital-security firm F-Secure. ?Will there be real malware on iPhones in the future? Probably.?

As a result, companies across the mobile landscape are ramping up efforts to crack down on mobile security threats such a malware, which is inbound for smartphones like never before. Just two weeks ago, in fact, Airpush - the second largest mobile ad network for Android - announced a partnership with Appthority. Airpush is integrating Appthority's mobile security technology directly into the Airpush platform in order to scan all advertiser app promotions and URLs.

Mobile security analysts have praised Airpush's effort, which is virtually erasing the prospect of mobile malware distribution through its network. But, they warn, others in the mobile space need to take a similar approach and fast. iOS and Android dominate the smartphone world. And, unfortunately, that means these two dominant platforms will be the two biggest targets to those who like to wreak havoc on our mobile devices.

HP Envy TouchSmart Ultrabook 4t-1100


Now that Windows 8 is here to stay, hybrid designs and touch screens will inevitably become a common sight on laptops. The first of these are just trickling into the PC Labs, and we're still getting used to reaching out to touch the display on an otherwise standard laptop. One of the first laptops to get us out of our comfort zone is the HP Envy TouchSmart Ultrabook 4t-1100 . It may not have a flipping, folding display like the Dell XPS 12 , but it does bring touch functionality to the ultrabook category with a 14-inch touchscreen. We'll probably be getting used to this for some time, but it's hard to deny that the Envy 4 TouchSmart puts us a bit more at ease with the change than we expected to be?it offers all of the touch functionality needed for the full Windows 8 experience, but none of the awkwardness of the hybrid form-factor.

Design
The distinguishing feature of the Envy 4 TouchSmart is the 14-inch touch screen, which adds the touch functionality needed to really take advantage of Windows 8. You won't see any flipping screens or twisting hinges on the Envy 4 TouchSmart, however, because it's not a hybrid, just a laptop. The only issue this causes is the need for better, firmer hinges on the display and lid. Because you'll be poking and prodding the screen of this laptop, the hinges need to be able to stand firm against backward pressure. The hinges on the Envy 4 TouchSmart are alright, but there's still a fair amount of wobbling whenever you tap or swipe. Designs that fold flat into a tablet don't suffer from this sort of screen wobble, because the screen is backstopped by the rest of the laptop chassis. For the best implementation of touch, you'll want something that can be used as a fold-flat tablet, like the Dell XPS 12 or the Sony VAIO Duo 11 (D11213CX) .

The Envy 4 TouchSmart has a brushed aluminum finish, ditching the black and red colors of the HP Envy 4-1043cl for a more conservative look. It's also a bit thicker, despite carrying the ultrabook designation?Intel allows touch-enabled ultrabooks to be up to 23 millimeters thick in order to accommodate the thicker touch panel. It's also a bit heavy, weighing 4.77 pounds. The non-touch HP Envy 4-1043cl weighed 3.86 pounds, and the Editors' Choice Toshiba Portege Z935-P300 barely tipped the scales at 2.36 pounds.

You still get HP's well-made chiclet keyboard, with backlit keys and a clickpad (HP's Imagepad) covered with a subtle radial spin finish. We didn't have any problems with the accuracy or responsiveness of the clickpad, but the texture won't be to everyone's liking, especially if they are more accustomed to glass-surface alternatives. Finally, as a member of HP's Envy line-up, the laptop is also equipped with Beats Audio, providing crisp, clear sound through two stereo speakers and an integrated subwoofer.

Features
On the hardware front, the HP Envy 4 TouchSmart is equipped with two USB 3.0 ports, one USB 2.0 port with sleep-and-charge functionality, jacks for headphone and microphone, and a card reader (SD/MMC). HDMI output makes it easy to connect to an HDTV or monitor, but the Envy 4 is also equipped with WiDi, for wireless streaming through an adapter. A compact Ethernet port folds closed when not in use, 802.11n Wi-Fi gives you unfettered wireless access, and Bluetooth 4.0 lets you pair peripherals wirelessly. Internally, the Envy 4 TouchSmart has a 500GB hard drive, paired with a 32GB cache of flash memory for accelerated performance.

The standout feature of the Envy 4 TouchSmart, aside from its touch screen, is its operating system. Windows 8 has already gotten a lot of coverage on PCMag, but the new operating system goes out of its way to add real touch functionality to the familiar Windows environment. Adding to this upgraded operating system HP adds a handful of utilities and programs, many of which appear on the Start Screen. In addition to standard Windows 8 apps?like Mail, Calendar, Internet Explorer, Skype, and the Windows Store?HP includes apps for learning to use Windows 8, links to eBay and Netflix, and a selection of HP branded apps and utilities. Included in theses branded apps are HP Connected Music (powered by Meridian), HP Connected Backup (a cloud backup service), and HP Connected Photo (which expands on the old standby of HP SnapFish). HP covers the Envy 4 TouchSmart with a one-year warranty.

Performance
HP Envy TouchSmart Ultrabook 4t-1100 With the shift to Windows 8 and touch, the Envy 4 TouchSmart gets a bump in two directions?a bump up in speed from Windows 8, and down again, slowed by touch. On the plus side, Windows 8 is a lighter, faster operating system than Windows 7, which improves the overall speed and performance of a system. On the other hand, it's slowed down a bit by touch, which adds to the processing load and shortens overall battery life due to a greater energy draw. In the case of the Envy 4 TouchSmart, when compared to similarly equipped systems, it comes up just a bit short in processing performance, slowed by a spinning hard drive and the extra demands of touch.

HP Envy TouchSmart Ultrabook 4t-1100

The Envy 4 TouchSmart is equipped with an Intel Core i5-3317U processor with 4GB of RAM. That's the same processor found in the Toshiba Portege Z935-P300 and the majority of current 14-inch ultrabooks. Despite the similar hardware, the Envy 4 TouchSmart fell behind in both productivity and processor speed In PCMark 7, our productivity benchmark test, the Envy 4 TouchSmart scored 4,093 points, ahead of both the Lenovo IdeaPad U310 (3,570 points) and the HP Envy 4-1043cl (3,962 points), but behind the Toshiba Portege Z935-P300 (5,477). All three are equipped with the same model processor, yet the Envy 4 TouchSmart fell behind in our Cinebench processor speed test, scoring 1.93 points as opposed to the 2.39 points scored by Toshiba Z935 and the Lenovo U310. It's a significant difference in performance, but not enough to make much impact in day-to-day use. but not enough to make a significant impact in day to day use. Where you may see some noticeable lag, however, is in multimedia tasks, like video and photo editing. In a 10-hour video rundown test, the Envy 4 TouchSmart lasted 5 hours 48 minutes, nearly 40 minutes longer than the Dell XPS 12 (5:09), which also has a touch screen.

The HP Envy TouchSmart Ultrabook 4t-1100 may lose step or two to other ultrabooks in terms of processing power and battery life, but it does have a little something special to make up the difference, namely Windows 8 and touch functionality. For some, that's reason enough to opt for the Editors' Choice Toshiba Portege Z935-P300, and skip Windows 8 entirely. For others, however, it's a welcome change, and the HP Envy 4 TouchSmart is a capable laptop that offers touch without all of the complications seen in hybrid ultrabooks. For those who want a solid Windows 8 experience with touch, but without any tablet functionality, the HP Envy TouchSmart Ultrabook 4t-1100 is a solid ultrabook. For those who want to take touch a step further, however, you'll want a hybrid, like the Dell XPS 12 or the Sony VAIO Duo 11.

JK Shin: Samsung won't settle with Apple

HTC and Apple's recently-announced legal settlement and cross-licensing agreement has had some wondering if Samsung might follow a similar path and attempt to resolve its legal conflicts with Apple.

But Samsung Mobile boss JK Shin poured cold water on this speculation, indicating that the South Korean company would not be entering into any negotiations with Cupertino. According to Korean news agency YonHap, Shin recently told reporters, "it may be true that HTC may have agreed to pay 300 billion won (US$276 million) to Apple, but we don't intend to (negotiate) at all."

It's unclear where the 300 billion won figure has come from -- the details of the settlement between HTC and Apple remain confidential. Some have speculated that HTC might be paying between $6 and $8 per phone to Apple in order to make use of its patent portfolio.

Samsung and Apple have traded blows in courts around the world over the past year. In August, a California court found in Apple's favor, ruling that Samsung must pay Apple more than $1 billion for copying elements of its iPhone design and infringing other patents. In other territories, Samsung has been successful in defending against Apple's litigation. The British High Court recently ruled that Samsung did not copy Apple's registered design for the iPad, and ordered Apple to take out ads to correct the impression that it had.

Today's statement from Shin suggests we can expect even more legal wrangling between Samsung and Apple in the year ahead.

8 Tips for Holiday Travel with a Toddler | giggle GAB

My little baby has recently turned one and started walking. So we never have a dull moment. He?s exercising his body and his rights to never be contained. I swear that this is the kid who will learn to push a chair over to the kitchen counter to reach the knives. I just know it.

So, how do we travel? Stay sane on airplanes? Make ourselves pleasant house guests? Very strategically.

We want to pack light, keep our expectations in check (as well as those of our hosts!), and bring toys that will do double duty. Our family of five will be staying with my brother and expectant sister-in-law (Sorry to them in advance!) so we?ll all try to be on our best behavior.

Here are eight ?Been there, done that? travel tips for holidays with a young toddler.

1. Borrow everything! Can you borrow a portable crib and a basket of toys at your destination? Do that. Do not carry heavy bulky items unless you have to. Many cities offer rental services for baby necessities. Totally worth it, in my opinion.

2. Ship what you can?t borrow. We can mail a few things in advance of our trip rather than lugging them. I feel cheap writing this out loud (ha!) but we might send some of Sawyer?s old toys and then leave them for the new baby.

3. Bring the favorites. I will be sure to pack our white noise machine, loveys, blankets, and any other bedtime necessities. I like to bring an unwashed crib sheet from home to make sure everything smells familiar.

Rookie Moms

4. Travel in PJs.?Your kid, not you. The best travel outfit for the plane are?pajamas?because they?re comfy and easy to pack as a backup outfit.

5. Keep him amused on the plane. We will probably read books and explore toys and snacks on the plane. I will bring him a few new trinkets to discover. Too bad he?s too young to play with my iPhone. I love these tips from deliciousbaby for keeping a toddler entertained on an airplane.

6. Make a quick pit stop.?We pick up items like organic milk and diapers after arrival en route to our final destination.

7. Speed-babyproof. There will be stairs, fire places, poisons, and many little breakables awaiting our visit; my job is to protect Sawyer from anything that could kill him. We will secure/move what we can and then tag-team to make sure he?s always being watched closely. These babyproof tips work for a hotel room.

8. Set up a fun zone. I am strongly considering creating a toddler ball pit as a fun baby jail while we?re there so he doesn?t realize we?re trying to keep him out of the way.

There is an old family story (legend?) about my father at this age. Rumor has it that he figured out how to open the two-way door for the milkman. He climbed up into the small tunnel (picture an opening the size of a cat door but at your own convenient reach), pushed the glass bottles out into the snow, and lowered himself wearing only a diaper into the December chill. He proceeded to toddle around the neighborhood ? while my grandma was completely unaware ? until the neighbors returned him a short time later. Too bad my dad couldn?t be contained in a mini ball pit, huh?

US re-elected to UN Human Rights Council seat

UNITED NATIONS (AP) ? The United States was re-elected Monday to another three-year term on the U.N. Human Rights Council in the only contested election for the organization's top human rights body.

The U.S. was competing with four countries for three open seats belonging to the Western Group on the council. Germany and Ireland were also elected by the 193-member General Assembly.

U.S. Ambassador to the U.N. Susan Rice said her country was "pleased and proud to have been re-elected to a second three-year term."

"I'm proud to say that, today, the Obama administration's leadership of the Human Rights Council has delivered real results. Today's vote affirms that active U.S. leadership in the Human Rights Council and throughout the United Nations system will continue to pay real dividends for Americans and for the rest of the world," Rice said following the vote.

Germany's U.N. Ambassador Peter Wittig also praised the vote, thanking member states for their support.

"It was a good sign that we had a healthy competition at least in the Western Group, we could explain and promote our human rights agenda and we believe this also should also be an example for other regional groups," Wittig said.

African, Asian, Eastern European and Latin American countries put forward uncontested slates, meaning candidates were virtually certain of winning one of the 18 open seats up for grabs in this year's election on the 47-member council.

Several human rights groups have criticized a number of the candidates as unqualified, including Ivory Coast, Ethiopia, Gabon, Kazakhstan, Pakistan and Venezuela.

The five Western nations competing for seats ? the U.S., Germany, Ireland, Greece and Sweden ? were all deemed qualified by the rights groups.

Argentina, Brazil, Ivory Coast, Estonia, Ethiopia, Gabon, Japan, Kazakhstan, Kenya, Montenegro, Pakistan, South Korea, Sierra Leone, United Arab Emirates and Venezuela were also elected Monday to three-year terms beginning Jan. 1, 2013.

Jamil Dakwar, the director of the American Civil Liberties Union's Human Rights Program, welcomed the U.S. re-election to the council.

"Despite an imperfect human rights record, U.S. membership on the council helped turn the tide on key issues, especially in the area of LGBT rights, freedom of speech and association, and women's rights," Dakwar said in a statement. "Now that the Obama administration has won a second term, human rights at home and abroad should be a high priority." The Human Rights Council was created in March 2006 to replace the U.N.'s widely discredited and highly politicized Human Rights Commission. But the council has also been widely criticized for failing to change many of the commission's practices, including putting much more emphasis on Israel than on any other country and electing candidates accused of serious human rights violations.

Former President George W. Bush's administration boycotted the council when it was established because of its repeated criticism of Israel and its refusal to cite flagrant rights abuses in Sudan and elsewhere. But in 2009, then newly elected President Barack Obama sought to join the council, saying the U.S. wanted to help make it more effective.

Rice said Obama's decision was vindicated Monday when the U.S. was re-elected to serve on the council with 131 votes.

"The United States is clearly of the view that the Human Rights Council clearly has its flaws ... including its excessive focus on Israel, but it is also a body that is increasingly proving its value and we've been proud to contribute to some of what we think are some of the finer moments of the Human Rights Council it's approach to Syria, it's approach to Sudan, it's approach he situation in Libya with the commission of inquiry."

WASHINGTON (AP) ? Members of Congress said Sunday they want to know more details about the FBI investigation that revealed an extramarital affair between ex-CIA Director David Petraeus and his biographer, questioning when the retired general popped up in the FBI inquiry, whether national security was compromised and why they weren't told sooner.

"We received no advanced notice. It was like a lightning bolt," said Democratic Sen. Dianne Feinstein of California, who heads the Senate Intelligence Committee.

The FBI was investigating harassing emails sent by Petraeus biographer and girlfriend Paula Broadwell to a second woman. That probe of Broadwell's emails revealed the affair between Broadwell and Petraeus. The FBI contacted Petraeus and other intelligence officials, and Director of National Intelligence James Clapper asked Petraeus to resign.

A senior U.S. military official identified the second woman as Jill Kelley, 37, who lives in Tampa, Fla., and serves as an unpaid social liaison to MacDill Air Force Base in Tampa, where the military's Central Command and Special Operations Command are located.

Staffers for Petraeus said Kelley and her husband were regular guests at events he held at Central Command headquarters.

In a statement Sunday evening, Kelley and her husband, Scott, said: "We and our family have been friends with Gen. Petraeus and his family for over five years. We respect his and his family's privacy and want the same for us and our three children."

A U.S. official said the coalition countries represented at Central Command gave Kelley an appreciation certificate on which she was referred to as an "honorary ambassador" to the coalition, but she has no official status and is not employed by the U.S. government.

The official, speaking on condition of anonymity because he wasn't authorized to discuss the case publicly, said Kelley is known to drop the "honorary" part and refer to herself as an ambassador.

The military official, who spoke on condition of anonymity because he was not authorized to publicly discuss the investigation, said Kelley had received harassing emails from Broadwell, which led the FBI to examine her email account and eventually discover her relationship with Petraeus.

A former associate of Petraeus confirmed the target of the emails was Kelley, but said there was no affair between the two, speaking on condition of anonymity to discuss the retired general's private life. The associate, who has been in touch with Petraeus since his resignation, says Kelley and her husband were longtime friends of Petraeus and wife, Holly.

Attempts to reach Kelley were not immediately successful. Broadwell did not return phone calls or emails.

Petraeus resigned while lawmakers still had questions about the Sept. 11 attack on the U.S. Consulate and CIA base in Benghazi, Libya, that killed four Americans, including U.S. Ambassador Chris Stevens. Lawmakers said it's possible that Petraeus will still be asked to appear on Capitol Hill to testify about what he knew about the U.S. response to that incident.

Rep. Peter King, chairman of the House Homeland Security Committee, said the circumstances of the FBI probe smacked of a cover-up by the White House.

"It seems this (the investigation) has been going on for several months and, yet, now it appears that they're saying that the FBI didn't realize until Election Day that General Petraeus was involved. It just doesn't add up," said King, R-N.Y.

Petraeus, 60, quit Friday after acknowledging an extramarital relationship. He has been married 38 years to Holly Petraeus, with whom he has two adult children, including a son who led an infantry platoon in Afghanistan as an Army lieutenant.

Broadwell, a 40-year-old graduate of the U.S. Military Academy and an Army Reserve officer, is married with two young sons.

Broadwell has not responded to multiple emails and phone messages. Attempts to reach Kelley were not immediately successful.

Petraeus' affair with Broadwell will be the subject of meetings Wednesday involving congressional intelligence committee leaders, FBI deputy director Sean Joyce and CIA deputy director Michael Morell.

Petraeus had been scheduled to appear before the committees on Thursday to testify on what the CIA knew and what the agency told the White House before, during and after the attack in Benghazi. Republicans and some Democrats have questioned the U.S. response and protection of diplomats stationed overseas.

Morell was expected to testify in place of Petraeus, and lawmakers said he should have the answers to their questions. But Feinstein and others didn't rule out the possibility that Congress will compel Petraeus to testify about Benghazi at a later date, even though he's relinquished his job.

"I don't see how in the world you can find out what happened in Benghazi before, during and after the attack if General Petraeus doesn't testify," said Sen. Lindsey Graham, R-S.C.

Graham, a member of the Senate Armed Services Committee, wants to create a joint congressional committee to investigate the U.S. response to that attack.

Feinstein said she first learned of Petraeus' affair from the media late last week, and confirmed it in a phone call Friday with Petraeus. She eventually was briefed by the FBI and said so far there was no indication that national security was breached.

Still, Feinstein called the news "a heartbreak" for her personally and U.S. intelligence operations, and said she didn't understand why the FBI didn't give her a heads up as soon as Petraeus' name emerged in the investigation.

"We are very much able to keep things in a classified setting," she said. "At least if you know, you can begin to think and then to plan. And, of course, we have not had that opportunity."

Clapper was told by the Justice Department of the Petraeus investigation at about 5 p.m. on Election Day, and then called Petraeus and urged him to resign, according to a senior U.S. intelligence official who spoke on condition of anonymity because he was not authorized to discuss the investigation publicly.

FBI officials say the committees weren't informed until Friday, one official said, because the matter started as a criminal investigation into harassing emails sent by Broadwell to another woman.

Concerned that the emails he exchanged with Broadwell raised the possibility of a security breach, the FBI brought the matter up with Petraeus directly, according to the official, who spoke on condition of anonymity because he was not authorized to publicly discuss the investigation.

Petraeus decided to quit, though he was breaking no laws by having an affair, officials said.

Feinstein said she has not been told the precise relationship between Petraeus and the woman who reported the harassing emails to the FBI.

Georgia Sen. Saxby Chambliss, the top Republican on the Senate intelligence committee, called Petraeus "a great leader" who did right by stepping down and still deserves the nation's gratitude. He also didn't rule out calling Petraeus to testify on Benghazi at some point.

"He's trying to put his life back together right now and that's what he needs to focus on," Chambliss said.

King appeared on CNN's "State of the Union." Feinstein was on "Fox News Sunday," Graham spoke on CBS' "Face the Nation," and Chambliss was interviewed on ABC's "This Week."
