Beauty pageant can be said is another form of entertaining people when it comes to various forms of entertainment in the arts and creative industry.

Even before the colonial masters (The British) had power to determine and influence the Ghanaian culture, elders and chiefs of various ethnic groups had a ethics and values of determining the beauty of a Ghanaian woman through the rich values and rites within all the ten
regions in the country.

In the case of the Ghanaian entertainment industry, the music industry has made huge impact as far as the movie, arts and crafts and events are concerned in Ghana.

However beauty pageants if not recently have gained some level of patronage all across the country with different shades of rules and engagement making it booming business for event organisers.

A critical preview placed on the various beauty pageants being organized in the country has raised some question on the minds of critics over the number of beauty pageants being organized
in the country.

However, some pageants which can be mention include, Miss Malika, Ghana?s Most Beautiful also Miss Ghana, have placed arguments in the minds of most Ghanaians as to whether their presences have made the Ghanaian culture a better one or a worst one so to speak.

One school of thought with its prions and corms are seeking to find out, whiles projecting the beauty which lies in the Ghanaian women, are these women being sexually abused or better still exploited to the advantages of the event organisers?

Day in and out many innocent young ladies all over the country are being bombarded with all kinds of new versions of pageantry only to seek their sponsorships which enriches some individuals but not the crown winner.

A clear observation made by this reporter brings to bear the euphoria and excitements such events brings to the Ghanaian society in their comfort homes needs to be critically analyzed as to its benefits to the current Ghanaian society.

One can tell from the criteria being used to select these women are mostly being championed by young women with the exception of few who allow elderly women to participant in events such as Ghana?s Most Beautiful.

In making this reportage a bit humor, there are various shapes and sizes of young ladies such as plus size ladies, slim and slender, busty and heavily shaped ladies are the kinds of beauty which
can be found in the streets of Accra.

In making this argument valid in the eyes of the ordinary Ghanaian audience, this reporter took the trouble of enquiring from some organiser?s point of view why such event and its relevance on the Ghanaian culture so far.

Speaking an interview with the chronicle, the Brands, Events and Promotions Manager of TV3 Mr. Felix Phil Gontoh has observed that, Ghana?s Most Beautiful is a well recognised and accepted event which has gained the thumbs up of all Ghanaian from all walks of life in the
country.

According to him, the concept being adopted by the management of TV3 from the ten regions is to entertain and educate the public on the Ghanaian culture whiles keeping the rich heritage.

?The impact of the show in the country is very great which has changed the face of the show from elderly women to younger women participating in the show. The younger ones are able to aculeate and express them selves in their local language which are important values of each
regional culture?, he added.

Mr. Gontoh said traditional leaders from all the ten regions and also some African countries have endorsed the show by contributing their quota through grooming and training of the ladies.

He cited that, the show has promoted the Ghanaian tourism industry which has gained prominence in the United Kingdom, USA and Europe which would soon be held in countries mention above.

?The opinion of the public is being shaped by the critics of the judges on the show. The SMS being voted by the public is 100 percent with the public. The opinions of some audience or family members are different from others. The show is left in the hands of the public to decide who emerges as the winner at the end of the day?, Mr. Gontoh stressed.

Prudential Mortgage Capital Secures $200M Loan for Refinancing of

Prudential Mortgage Capital Company provided a $200 million loan to Bentall Kennedy, the real estate advisor to Multi-Employer Property Trust?s Edgemoor REIT LLC, to finance the purchase of Newport Tower, situated in Jersey City, N.J.

Located at 525 Washington Boulevard in the Newport area of Jersey City, the 36-story, 22-year-old Newport Tower boasts amenities such as a full-service caf?, sundry shop, deli, on-site banking, covered parking and direct connection via a skywalk to the 1.2 million-square-foot Newport Centre Mall.

Cary Abod of Holiday Fenoglio Fowler?s Washington, D.C.?s office represented the borrower in the seven-year, 3.5 percent fixed-rate loan for the 1.1 million-square-foot Class A office tower, which stands as part of Jersey City?s 600-acre Hudson River waterfront Newport District.

?Newport Tower is one of the top buildings in the submarket with a solid history. The property has performed well throughout the downturn and we felt that it was poised for solid cash flow growth over the next few years as well,? Bryan McDonnell, a principal with Prudential Mortgage Capital Company?s Washington, D.C. office, told?Commercial Property Executive. ?As much as the property, we look to who we lend money to and the sponsorship here was also very attractive to us.?

The fixed-rate loan is a first mortgage for Bentall Kennedy?s purchase of the property.

?The Newport office market remained strong throughout the recent financial downturn and continues to perform well, making Newport Tower a highly desirable property,? said Mike Keating of Bentall Kennedy. ?We are excited to partner with Prudential on this significant transaction.?

Currently, the building is 90 percent leased with tenants such as AXA, BNP Paribas, Brown Brothers Harriman, Bank of America Merrill Lynch, and Computershare.

?Over the last several years, the Newport submarket has become a vibrant, transit oriented, mixed use community with easy access to Manhattan,? McDonnell said. ?The quality of the asset, its prime location near the Hudson River waterfront with easy access to New York?s financial center and the quality of the sponsorship with Bentall Kennedy made this transaction extremely attractive.?

The property carries LEED Gold distinction and is Energy Star certified.

Multi-Employer Property Trust is an open-end commingled real estate equity fund that invests in a diversified portfolio of institutional-quality real estate assets in the United States.

Flipping Land Vs House Flipping - What&#39;s the Difference? | Real ...

I have been buying and selling residential real estate as a real estate investor for almost 7 years now. I have looked at just about every avenue of real estate investing from Pre-construction, Assignments, tax liens, Rehab, Probate, Bankruptcies, Pre-foreclosures and short sales, foreclosures and REOs, Landlords and FSBO?s. I have profited from and am a trainer and coach now for literally all of these strategies.

However, lately I have learned about a twist to an old strategy I had never done. Buying land and re-selling it via owner financing for a monthly profit and eventually a flip this property to another buyer. I think Jack Bosch, creator of the Land Profit System, who has closed over 5400 land deals himself, is on to something!

I have found the biggest stopping points for many of my Real Estate Investing Students are usually? #1 ? The risk of getting into something they cannot find funding for and letting people down? #2 ? Getting into a deal and finding out later something was missed causing financial loss. Many of my students are frozen stiff because of these fears. It is for this reason have listed some of the reasons a real estate investor might want to add land vs houses to their portfolio of investments following Jacks Land Profit System.

Why Land flipping might be Better:

There is virtually no competition for land, especially rural land.

A lot of opportunity ? There is an abundance of forgotten land out there
Cheap! You can purchase for literally pennies on the dollar.
With land you do not have to know as much about real estate like construction, termites, mold and all the other things of that nature that you must know when investing in houses.
Lower inspection requirements
Quicker closings
Less initial capital output (cheaper)
Buyers usually more savvy investors
Higher number of buyers are repeat buyers (Most house buyers are1 time buyers looking for a home to live in)
Good Potential for monthly residual income with your owner financing
Usually low to no upkeep
Usually low holding costs (No fire insurance, fix up, maintenance)
Very low, (or sometimes none), acquisition costs
Lower risk ? no money down to lose
Why Houses flipping might be Better: (May be a shorter list ? but they are worth more $ ) More potential to generate income while you hold it ? owner financing OR renting
Everyone needs a house since shelter is a basic necessity of life.
(Not everyone needs vacant land ? smaller # of potential buyers)
Potential to profit big doing just 1 good deal (For Land Profits following Jacks system, on average, you must do more deals to profit higher dollars)
Potential for higher monthly residual income per property
A lot more home owners in desperate situations than there is who own land (Land has lower costs to maintain and there are less vacant lots than there are houses generally)
Look for these Market positives when investing in land OR housing: Unemployment rate is low compared to the national unemployment rate
The general area and its population growing and expanding
And if it is, best if expanding in the direction of the property you are interested in
Talk to the city and county planning and zoning agencies where the land is located; they will be able to give you valuable information about area growth and building projections.
Be sure to keep your ears open for news of major business expansions.
Here is How to Lower Your Risks for Houses or Land before closing on any deal: Make sure title is not ?cloudy? and property is marketable. Remember IRS liens have to be paid! If you buy a property with those liens, that bill becomes yours. Do your due diligence in running a title report before closing.
Run necessary tests and inspections depending on specific area and property
Check with County to verify no complaints or notices for required repairs are filed
Make sure you work with escape clauses to assure you can walk away for any reason.
Avoid giving check or cash money down until you are positive you are going to close.
Make sure that your purchase contract is worded in such a way that it allows you to only transfer cash at the time of closing.
Land and House flipping Similarities

In summary, you can follow a lot of the same strategies marketing to land owners as I always have buying from and selling to home owners. The best type of deal, whether land or houses, is when the seller, for one reason or another, wants a quick easy out of the obligation of owning their house or land ? leaving you the opportunity to buy at a discount and profit in the short and/or long term depending on your goals!flipping Land Vs House flipping ? Real estate investing, just like most things in life, has benefits and risks no matter how you look at it. There are always those unknown and unexpected circumstances. In the scheme of things, you need to decide? are you able to live a peaceful, joyful life as you are building your wealth through real estate investing in land and/or houses. Your personal risk tolerance is what only you can decide. I am doing both wholesale land and house flipping and holding, looking at each deal individually. Because most importantly, it is all about profitability and the bottom line!

Federal court rejects GOP-drawn Texas voting maps

SAN ANTONIO (AP) ? Stadiums and hospitals removed from the districts of black congressional members and country clubs newly drawn into those of white incumbents. A lawyer emailing "No bueno" to a Republican staffer about plans that risked leaving a paper trail and jeopardizing the legality of a voting map.

Those were among the evidence a Washington federal court used to determine that Texas Republican lawmakers discriminated against minorities while drawing new political boundaries, throwing out the maps as violations of the Voting Rights Act but likely not in time to affect the November elections.

The decision Tuesday by the U.S. District Court for the District of Columbia is instead likely to reverberate in 2014, when some Texans could find their congressional and statehouse districts changed for the third time in five years.

The long-awaited ruling was hailed as a sweeping victory by minority rights groups that sued the state after the Republican-controlled Legislature pushed through new redistricting maps last year. Texas Attorney General Greg Abbott called the decision "flawed" and vowed to appeal to the U.S. Supreme Court.

"Better late than never," said Luis Vera, attorney for the League of United Latin American Citizens, one of the groups that sued the state. "It's a hell of a victory."

The court concluded that the maps didn't comply with the federal Voting Rights Act. In a 154-page opinion handed down nearly seven months after a Washington trial, the three-judge panel ruled that state attorneys failed to prove that Texas lawmakers did not draw new congressional and state Senate districts "without discriminatory purposes."

In some cases, the court wrote, black congressional members in Texas had economic drivers such as sporting arenas freshly carved out of their districts, though "no such surgery" was performed on any belonging to white incumbents.

"Anglo district boundaries were redrawn to include particular country clubs and, in one case, the school belonging to the incumbent's grandchildren," said U.S. Circuit Judge Thomas Griffith, writing the opinion for the panel.

On the state Senate map, the judges said, one email sent to a leading Republican mapmaker indicated that staffers "feared their actions might create the appearance of impropriety" under voting rights laws. In the email, a lawyer advised "No bueno" to a plan that risked leaving a paper trail showing that some proposed changes were never going to be considered.

The court found no "direct evidence" that discrimination was behind how the maps were drawn ? no emails or letters, for instance, that reveal state officials plotting to suppress minority voting. The panel instead looked to circumstantial evidence and then inferred an intent to discriminate.

Abbott said Tuesday's ruling "extends the Voting Rights Act beyond the limits intended by Congress and beyond the boundaries imposed by the Constitution."

With just two months until Election Day, the fallout from the ruling is unlikely to be felt until new maps are installed for 2014. Instead, voters in Texas this November will use interim political maps drawn last year by a different three-judge panel in San Antonio. That court is handling the lawsuit filed by minority groups, while the Washington panel took up the separate issue of whether the maps complied with the Voting Rights Act.

Known as seeking "preclearance," Texas and eight other, predominantly Southern states with a history of racial bias must submit their political maps to the U.S. Justice Department for compliance review. State prosecutors, however, sought preclearance through the federal court in Washington rather than through the Justice Department.

Opponents said the state's strategy of skirting the Justice Department backfired.

Nina Perales, attorney for the Mexican American Legal Defense and Education Fund, said Tuesday's ruling indicates that at least four state House seats, one state Senate seat and at least four congressional seats must be looked at again for 2014.

"It seems that Texas risked and lost more by going to the D.C. court than by going to DOJ," Perales said. "Particularly when you factor in the enormous expense of litigating a redistricting case."

How Texas redrew its political boundaries was watched particularly closely after the state was awarded four additional U.S. House seats because of its booming population. The surge has been driven almost entirely by minorities, who account for more than 87 percent of the population growth in Texas over the last 10 years.

Those congressional seats were split into two safely Republican districts and two safely Democratic ones. Yet in considering the congressional map as a whole, the Washington panel appeared troubled that minority lawmakers who found their former offices and "economic guts," such as stadiums and hospitals, drawn out of their new district.

Texas' argument boiled down to politics: The state's lawyers said the map crafted by the Legislature reflected a GOP majority seeking to squeeze a partisan advantage out of the once-a-decade redistricting process, not a willful disregard for the Voting Rights Act. The state also maintained that lawmakers kept a cool distance from the process, leaving much of the work of drawing districts to legislative staff.

The state also argued it was only a "coincidence" that district offices and economic drivers were removed from minority districts and not those belonging to white incumbents, according to the court opinion.

"But if this was coincidence, it was a striking one indeed," the ruling said. "It is difficult to believe that pure chance would lead to such results."

• Lose Weight -- Your blood pressure increases with your weight. Your pressure can be reduced significantly if you lose at least 10 pounds. The bottom line is, the more weight you lose, the more chances of reducing high blood pressure. Watch your waistline as too much abdomen fat can also increase your pressure.
• Regular Exercise -- Exercising regularly is vital for high blood pressure. At least 30 -- 60 minutes of exercise at least 4 days a week will help bring high blood pressure to normal levels.

Bamboo bikes hit the pavement in Ghana

In Ghana, a country burgeoning with traffic congestion, increasing economic growth, and a stark urban-rural divide, making frames of bicycles out of bamboo could be the key to promoting sustainable development. It also makes stronger, longer-lasting bikes.

This is according to Bernice Dapaah, the executive director of Bamboo Bikes Initiative, which trains young Ghanaians to build, fix, and market bamboo-framed bicycles.

'We are into women, children, and youth's empowerment. And the project reduces carbon emissions and contributes to traffic decongestion, so using it is also a form of reducing climate change,' she said in an interview with IPS.

Bamboo Bikes works in partnership with Ibrahim Djan Nyampong, the owner of Africa Items Co Ltd in Accra, and the frames are sold abroad for 350 dollars each. They cost nearly 200 dollars to build, and Nyampong?also Bamboo Bikes' technical advisor?pays the young apprentices an additional 30 dollars per frame for their labour.

Nyampong described some of the technical advantages that bamboo frames hold over their carbon fibre or metal counterparts.

'It lasts longer than the metal frame,' he said. 'You know a bamboo bike doesn't break?it's very durable.'

He said a control test run in Germany proved bamboo frames to be 10 times lighter than metal frames, and noted their heavy load-bearing capacity. Indeed bamboo's tensile strength?meaning the maximum stress it can withstand while being stretched?is much higher than that of steel.

Bamboo is fibrous, and therefore shock-absorbent. It naturally dampens vibrations, so the frames do not require steel or titanium springs.

'The bamboo has also been treated against splitting and termites, so it's very strong,' Nyampong explained.

He said the bamboo is treated for three to six months before being used for production. It is then coated in a clear lacquer to protect it against rain and other damage.

These elements have enhanced the frames' international marketability, and BambooRide, an Austrian company, has begun importing them for sale in Europe.

'At first, we were developing the frames together with (Nyampong), because they were good, but they had to fit a certain European standard,' said Matthias Schmidt, BambooRide's sales manager.

'So it was like a partnership, a knowledge transfer in both directions,' he told IPS.

The Austrian importers also provided Nyampong's team with new equipment, including their first jig, to improve precision and reduce the margin of error.

Now, the Austrian company imports up to 10 frames per month, and Schmidt said he looks forward to the initiative's continued expansion.

'Their capacity is limited... and in the case that we need more frames... we'll need other sources. So we're supporting Dapaah's efforts to improve the equipment and technology,' he said.

Ensuring Environmental Sustainability

Using bamboo rather than metal to build bicycle frames also holds several advantages for producers?and for the environment.

According to Dapaah, bamboo's availability as a local material not only enables producers to avoid expensive import costs, but also eliminates the carbon emissions that would arise from the transport of imported materials into the country.

Bamboo is also organic and recyclable, and, unlike metal materials, does not require high levels of energy during extraction and manufacturing.

'The bamboo bicycle is environmentally friendly... because we are also fighting against climate change,' explained Dapaah.

She said the initiative also commits to ecological sustainability by working with bamboo farmers in rural communities to harvest new bamboo crops, and conserve already existent ones.

'If we cut one bamboo, we make sure to plant at least three or five more,' she said.

In addition, bamboo bicycle frames promote sustainable transportation as an alternative to motor vehicles and fossil fuels.

According to Isaac Osei, the regional director for Ghana's Environmental Protection Agency, this is important.

'The traffic situation in the country in general is increasing, and when traffic increases it has its associated environmental issues,' he told IPS.

There are 30 motor vehicles for every 1,000 people in Ghana, and the Driver and Vehicle Licensing Authority registers hundreds more each day. Data suggests that vehicle ownership will continue to rise, as the country hits record levels of GDP growth per capita. Ghana has the largest GDP per capita in West Africa at 402.3 dollars in 2011.

Osei noted some of the harmful impacts of increased vehicle use, including carbon dioxide emissions and pollution from dust particles on dirt roads.

'To actually educate people to use bicycles rather than vehicles, I think it is good for the country and the world as a whole,' he said.

By employing and providing young people with technical skills, the initiative is designed to reduce unemployment and, consequently, rural poverty.

'So far I've trained about 10 boys,' Nyampong said. 'They can build the bikes, but it's not up to the quality control level, so we are still training them.'

In addition, Bamboo Bikes will help graduated trainees establish their own workshops, and begin to train more young people.

In 2009, Bamboo Bikes won the Clinton Global Initiative Award, and in 2010, the United Nations Environment Programme Seed Initiative award. It also garnered international attention in June when it received a World Business and Development Award at the 2012 Earth Summit in Rio de Janeiro.

They are Tony Bell, investment adviser and managing director of Bell & Co. Private Wealth Management, who answers readers' questions on investing; and Gregory Burke, CPA and tax expert with John Waddell & Co., who handles Internal Revenue Service tax questions.

Here's a sampling of their recent advice to readers.

QUESTION: My wife and I (both retired) have a Roth IRA invested with Fidelity Balanced Fund for the past seven years. The fund's performance has been dismal. We are thinking of changing to an index fund or maybe a secure Treasury investment. Our main goal is to avoid the risk of investing in stocks or bonds. I would appreciate your guidance on which options to consider.

BELL: I am pleased (that) you are evaluating your investment portfolio and considering ways to enhance performance. This is a habit many retail investors should practice annually.

When evaluating the performance of your portfolio, be sure to address the motivation behind the changes. You mentioned that you would like to avoid stocks and bonds.

Eliminating exposure to stocks and bonds entirely should be a careful decision based on your time frame, liquidity needs and risk tolerance.

An investment term you may want to familiarize yourself with is beta, which is a number describing the volatility of an asset in relation to a particular benchmark, such as the S&P 500. A fund's beta number can be found in the official prospectus, provided through your broker or shown online by discount broker sites.

Lastly, utilizing an index fund may not eliminate risk but may reduce fund expenses. In your case, if your goal is to reduce portfolio volatility, searching for an index fund with a low beta may be the way to go.

Just be aware: Funds with higher return expectations often have higher volatility. Conversely, funds with lower volatility may have lower performance expectations. The science is finding the right fit for both your short- and long-term goals.

Q: How do I claim gambling losses on my state/federal taxes?

Whether a person is a professional or merely a casual gambler is often a point of controversy with the IRS.

BURKE: Assuming that you're not a professional gambler, gambling losses are claimed as an itemized deduction on Schedule A of the federal IRS 1040 tax form. On the 2011 Schedule A, for example, losses would have been listed on Line 28, "Other Miscellaneous Deductions."

The deduction for gambling losses is limited, however, to the taxpayer's total amount of gambling winnings. Both must be reported in full on the tax return. Losses cannot be netted against winnings for this purpose.

In addition, the person claiming gambling losses must keep adequate documentation to prove the losses. The IRS requires a diary or other contemporaneous record of a person's gambling activities in order to support a deduction for gambling losses. A mere record of withdrawals from a bank account will not suffice.

If you're a professional gambler, your winnings must be reported as gross receipts on Schedule C, "Profit or Loss from Business (Sole Proprietor)." Losses and other ordinary business expenses directly related to the gambling activity are deducted on Schedule C.

As I do nearly every Saturday, I spent my morning drinking coffee and watching my favorite shows on the Food Network. Normally, I?ll make a fritatta with whatever?s left in the fridge for our weekend breakfasts, but I was feeling lazy this morning so an early meal eluded me.

By 10:30 am, though, I was starving and the Barefoot Contessa?s Midnight Pasta was calling to me. I answered.

The dish is called Midnight Pasta because it?s a simple recipe chefs like to make when their shift ends. There?s only one way to describe the dish and it?s an oxymoron: simply exquisite.

Our Midnight-Pasta-served-as-brunch was on the stove for all of about five minutes before one hungry mother and two big boys devoured it.

The oldest boy just happened to be ducking in the house for a drink. He had been out riding his dirt bike and I think his stomach must have been talking to him, too. Talk about oxymorons ? the sweaty brute at the kitchen counter eating my fine pasta was a study in contrasts.

The Barefoot Contessa?s Midnight Pasta

One pound spaghetti, cooked al dente

1 cup pasta water

1/3 cup olive oil

8 cloves of garlic, chopped

1 cup freshly shredded Parmesan cheese

A pinch of red pepper flakes, to taste

1/4 cup chopped fresh parsley

1 cup torn fresh spinach

Cracked pepper

Salt

Cook pasta and reserve 1 to 1 1/2 cups pasta water. Heat oil in large skillet (I prefer cast iron) over medium high heat and saute garlic until fragrant (not brown). Add pasta water, lower heat a bit, and add salt, cracked pepper, and red pepper flakes to taste. Let ?sauce? bubble on the stove until garlic is translucent (about five minutes). Add cooked pasta to the skillet and toss with the sauce. Add parsley, spinach and cheese, and toss thoroughly. Serve immediately. Tasting Notes: Ina?s recipe didn?t call for spinach, but I had a fresh bunch in the fridge that was calling to be used so I threw it in. I?m so glad I did.

Isaac nears hurricane strength as it lashes Haiti

Tropical Storm Isaac strengthened as it dumped heavy rains on Haiti on Saturday, threatening floods and mudslides in a country where hundreds of thousands of people remain homeless more than two years after a devastating earthquake.

Lashing rains and high winds were reported along parts of Haiti's southern coast and in the Haitian capital of Port-au-Prince, where more than 350,000 survivors of the 2010 earthquake are still living in fragile tent and tarpaulin camps.

Intermittent power outages affected the greater Port-au-Prince area in the early hours of Saturday as Isaac bore down on the impoverished Caribbean country.

The U.S. National Hurricane Center said at 2 a.m. ET that Isaac was 55 miles southwest of Port au Prince and moving northwest at 13 mph.

It had maximum sustained winds of 70 mph, the NHC added.

Its center was expected to pass over Haiti's southern coast early Saturday. The NHC warned there was a possibility Isaac could reach hurricane intensity before making landfall in Haiti.

'Life-threatening flash floods'
The Weather Channel reported that bands of heavy rain triggered flooding in Puerto Rico through Friday, even with Isaac's center well to the southwest. A bridge collapse and mudslide was reported early Friday. Power outages were also reported. The U.S. Virgin Islands were also affected.

The Weather Channel said heavy rainbands on the cyclone's eastern flank were expected to continue to hammer Haiti and the Dominican Republic. ?

Storm total rainfall of 8 to 12 inches is possible, with up to 20 inches locally, The Weather Channel said. Additionally, 4- to 8-inches of rainfall, with isolated incidents of 12 inches, was possible in Jamaica. ?

"Life-threatening flash floods and mudslides will likely result from that amount of rain," it warned.

Aid workers prep Haiti's tent city residents for Isaac's onlsaught

Isaac's march across the Caribbean comes as U.S. Republicans prepare to gather in Tampa, on Florida's central Gulf Coast, for Monday's start of their national convention ahead of the November presidential election.

The convention is still expected to proceed as planned but Gulf of Mexico operators began shutting down offshore oil and gas rigs on Friday ahead of the storm.

But the biggest immediate concern was heavily deforested Haiti.

With nearly 400,000 people still living in evacuation tents, a hurricane or even a tropical storm could lead to deaths and more damage to the already fragile country. NBC's Mark Potter reports.

On Friday, the government and aid groups evacuated thousands of tent camp dwellers but many Haitians chose to remain in their flimsy, makeshift homes, apparently out of fear they will be robbed, said Bradley Mellicker, head of disaster management for the International Organization for Migration (IOM).

"There's a lot of people who are resisting because they are scared of losing what little they have now," Mellicker said.

Churches, schools are shelters
About 3,000 volunteers from the government's Civil Protection office were dispatched across Haiti, warning people about flood and landslide risks, and about 1,250 shelters -- schools, churches or other community buildings -- that have opened their doors to house people seeking refuge from the storm.

But Red Cross officials said the number of shelters could be grossly inadequate and Prime Minister Laurent Lamothe acknowledged Haiti had "limited means" to ensure public safety.

Red Cross and IOM representatives joined government officials in trying to evacuate 8,000 of the "most vulnerable people," including 2,500 sick and disabled, from 18 tent camps in low-lying coastal areas of Port-au-Prince.

Many Haitians, most of whom scrape by on less than $1 per day, consider disaster an inevitable part of life in the poorest country in the Americas.

"We live under tents. If there's too much rain and wind, water comes in. There's nothing we can do," said Nicholas Absolouis, an unemployed 34-year-old mechanic at one camp for homeless people on the northern edge of the chaotic capital.

"There are still too many people living in the camps. There's a good chance that those might be destroyed with the passage of the cyclone," said France Hurtubise of the International Federation of Red Cross and Red Crescent Societies in Haiti.

Flooding could also help reignite a cholera epidemic, which has killed more than 7,500 people in Haiti since the disease first appeared in October 2010, foreign aid workers said.

Could hit New Orleans
On its current path, forecasters said Isaac would hit Cuba and the southern tip of Florida before making landfall anywhere from the Florida Panhandle in the northwestern part of the state to Alabama and as far west as New Orleans.

A tropical storm warning was issued for the entire coast of south Florida on Friday, and a hurricane warning also went into effect in the Florida Keys.

Party leaders are going ahead with their plans to host the Republican Convention in Florida, but GOP and Tampa officials have not ruled out the possibility of postponing the event if the storm poses a public safety risk. ?NBC's Kerry Sanders reports.

Isaac has drawn especially close scrutiny because of the Republican Party's convention, a four-day meeting during which former Massachusetts Governor Mitt Romney will receive the party's presidential nomination.

Party officials insist the convention will go ahead, even if they have to alter the schedule. But NHC meteorologist Rick Danielson said Tampa could potentially be hit by coastal flooding and driving winds or rain.

"There is still a full range of possible impacts on Tampa at this point," he said.

Danielson said it was very hard to project intensity before Isaac passes over mountainous Cuba on Saturday and Sunday and enters the Florida Straits. But the Florida Keys, the island chain off the southernmost part of the state, were definitely in harm's way.
